Choi Sung Ryong, People's Artist and mentor to talented painters, was born in Deokheung-ri, Ryongcheon County, North Pyongan Province in 1942. He entered the Korean Painting Department of Pyongyang University of Fine Arts in 1959 and became an active artist of the Korean Artists' Federation in 1966.

He was dispatched overseas as a representative in 1975 and served as a professor in the Korean Painting Department of Pyongyang University of Fine Arts in 1978. From 1988 to 1992, he was the Chair of Pyongyang University of Fine Arts and the Chairman of the Korean Painting Division of the Korean Artists' Federation in 1992. He is a member of the Central Committee, Executive Committee, and Chief Reviewer of the State Works Review Committee of the Korean Artists' Federation.

He was awarded the title of Merited Artist in 1992 and People's Artist in 1997. Choi Sung Ryong is one of the most experienced artists in the field of Korean art. He has also mentored many junior artists, including Kim Byung Nam, Vice President of the Central Art Creation Company, and Kim Dong Hwan, Director of the Mansudae Creation Company.

He has also gained fame for discovering and systematically educating young talents (ages 2-4), including Oh Eun Byul, Hwang Geum Chul, Han Sung Il, Kim Gyu Kwon, and Kim Mo Ran, who are widely known both domestically and internationally. Choi Sung Ryong has also written textbooks and reference books, including 'Korean Painting Techniques' and 'Fundamentals of Korean Painting Techniques', contributing to the completion of traditional Korean painting techniques.

Currently, he is working as the Chairman of the Korean Painting Division of the Central Committee of the Korean Artists' Federation. He has co-created numerous works with Professor Jung Young Man.

인민예술가 최성룡은 조선의 미술분야에서 관록있는 미술가들 중의　한 사람이다. 평양미술대학 교원, 강좌장의 경력도 가지고 있는 그는 많은 후배들도 직접 이끌어 냈다．그 가운데는 중앙미술창작사 부사장 김병남，만수대창작사 실장 김동환을 비롯하여 10여명의 명예칭호및 학위학직 소유자들도 있다．
또한 그는영재(2살~4살)들을 발굴하여 체계적인 교육을 시켜 명성을 떨치게 했다．그중에는 국내외적으로 널리 알려진 오은별，황금철，한성일，김규권，김모란 등도　있다．최성룡은 ＜조선화화법＞,
＜조선화몰골기법기초＞를 비롯한 교재와 참고서들도 집필하여 전통적인 조선화의 기법을 완성하는데 기여하였다．
＜김일성상＞계관인인 그는 현재 조선미술가동맹중앙위원회 조선화분과 위원장으로 사업하고 있다. 정영만선생과 합작품 다수를 창작하였다.
