This is a Kiiroitori Teru Teru Bozu doll, a traditional Japanese charm hung to ward off rain on important days. It's said that if you hang it upside down and it doesn't return to the upright position, it will rain. This particular doll also has the charm of bringing good weather!

It's a doll meant to be hung, but it doesn't come with a hook. The apricot-colored ribbon and jewels complement the doll nicely. I purchased it from Mercari (Japan) and it's a store-exclusive item.
