This coin was minted by the rebel leader Rashidin Khoja during the Dungan Revolt in Xinjiang, China, between 1864 and 1867. The coin's inscription, "Hot-Sung Jeon" (열성정한), is a transliteration/translation of the Arabic title for "a Sultan's politics is peaceful," reflecting the rebels' ambition to establish an independent Islamic state separate from Qing rule.

Despite using the Qing dynasty's coin system, the rebels incorporated Islamic inscriptions and calligraphy, creating a unique transitional currency. This coin circulated briefly before the region was unified under Yakub Beg.

청나라 말기 신강 지역에서 발생한 대규모 이슬람 반란(둥간 혁명) 당시, 쿠차 지역을 점령한 반란군 지도자 라시딘 호자(Rashidin Khoja) 세력이 주조했습니다.

아랍어로 '열성정한'은 '성스러운 통치자(Sultan)의 정치가 평온하다'는 의미의 칭호를 한자로 음차하거나 의역하여 표기한 것으로, 청나라의 통치에서 벗어나 독자적인 이슬람 국가를 건설하려 했던 반란군의 정치적 야욕이 담겨 있습니다.

당시 반란군은 청나라의 화폐 체계(엽전 형태)를 빌려 쓰면서도 내용은 이슬람식 문구와 서체를 삽입하여 과도기적이고 독특한 형태의 화폐를 탄생시켰습니다. 이후 야쿠브 벡(Yakub Beg)에 의해 통합되기 전까지 짧은 기간 유통되었습니다.
