An inscription on the left side reads '歲在戊辰仲冬之吉 唯亭余省並記', which translates to 'Recorded in the auspicious month of the Wuchen year (mid-winter) by Yeongseong and Yeoseong'.

The artist is believed to be Yeongseong (余省, 1692~1767), a court painter during the Qianlong era of the Qing Dynasty. Renowned for his talent in bird and flower paintings and figure paintings, he served in the imperial painting academy during the Kangxi, Yongzheng, and Qianlong reigns. Yeongseong is celebrated for his delicate brushwork, harmoniously blending Western painting techniques with traditional Chinese styles, particularly in his detailed depictions of birds, flowers, and animals.

The reverse side of the fan bears the prominent inscription '福澤春濃', meaning 'Blessings and grace are as rich and abundant as spring'. This auspicious phrase signifies wishes for family prosperity, happiness, and a bountiful life.

The red fan ribs are adorned with bamboo leaf and floral openwork patterns, offering the aesthetic pleasure of a 'Hwajodo' painting when the fan is displayed.
